The Baton Rouge Police has arrested a 29-year-old man and charged him with 4th Offense DWI. According to an affidavit, Brian Neely, 29, 202 E. Boyd, Baton Rouge, was stopped by an officer around 2:00 AM on September 18th after he was seen driving the wrong way on Bob Petit Blvd, which is a divided road. When the officer made contact with Neely, he reportedly had slurred speech, red eyes, a strong odor of alcohol and was swaying while standing up. Neely was taken to the LSU Police Dept. for a chemical test, which he refused. The investigating officer noted in the report that Neely had prior arrests for DWI in February of 2007, September of 2010 and September of 2011. Neely was booked with 4th offense DWI, Driving Over a Median, License Plate Required and then transported to EBR Parish Prison. He was released a short time later after posting a $600.00 bond.
